NIH Fiscal Policy for Grant Awards - FY 2016

Please note that the National Institutes of Health (NIH) announced important guidance on the NIH Fiscal Operations for FY 2016 on January 20, 2016.  This NIH notice implements the Consolidated Appropriations Act, 2016 (Public Law 114-113), signed by President Obama on December 18, 2015.  With the passage of the Act, NIH has $32.31 billion in budget authority or equivalent (program level), an increase of $2 billion over FY 2015.  The NIH will continue to manage its portfolio in biomedical research investments in a manner that includes recognizing applications from and providing special incentives for new investigators.  Additional details on Fiscal Operations will be posted at http://grants.nih.gov/grants/financial/index.htm.

FY 2016 Funding Levels: Non-competing continuation awards that have already been made in FY 2016 were generally funded at levels below that indicated on the most recent Notice of Award (generally up to 90% of the previously committed level) as described in NOT-OD-16-002.  In general, such reductions will be fully restored, and non-competing continuation grants (research and non-research) including those that remain to be issued in FY 2016 will be made at the commitment level indicated on the Notice of Award.  Any exceptions will be posted at the site listed under "Additional Information" below.  Out-year commitments for continuation awards in FY 2017 and beyond will remain unchanged.  The NIH awarding Institutes/Centers (IC) will develop and post their fiscal policies consistent with overall NIH goals and available FY 2016 funds.

New Investigators: NIH will continue to support new investigators on R01 equivalent awards at success rates comparable to that of established investigators submitting new (Type 1) R01 equivalent applications.  Achievement of comparable success rates should permit the NIH to support new investigators in accordance with the policies established in FY 2009 and subsequent years as described at http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-013.html and at http://grants.nih.gov/grants/new_investigators/index.htm

Salary Limits: Section 202 of the Consolidated Appropriations Act, 2016 prohibits payments for salaries under grants and other extramural mechanisms in excess of Executive Level II previously set at $183,300, and effective January 10, 2016, increased to $185,100.  See NOT-OD-16-045 for additional information. Your PAVIR C&G staff will support the implementation of any changes as applicable to your PAVIR administered awards.

PAVIR Adopts New Mission Statement

Advancing Veteran and public health through innovative research

PAVIR has adopted a new mission.  It represents a departure from limiting PAVIR to a solely support driven organization and recognizes that many of our employees are directly engaged in the conduct of research.  Mark Nicolls, MD, Chair of the PAVIR Board of Directors comments “The Board is delighted to adopt PAVIR’s new mission.  It communicates meaning and directs the organization according to its ultimate purpose.”   PAVIR will post the new verbiage prominently on its websites.

Equipment Update for VA-based Flow Cytometery

We invite you to review the updated descriptions associated with the VA-based Flow Cytometry resources at http://pavir.org/means/resources/benchtop-flow-cytometers/ and http://pavir.org/means/resources/cell-sorters/

PAVIR recently paid for an upgrade and the FACS machines.  The LSRII and Fortessa are used for sophisticated analysis of surface, intracellular and nuclear proteins on diverse cell types.  Both systems are equipped with four lasers and can detect 16 fluorophores.

Opportunity to Develop Emerging Talent

PAVIR is working with Eastside College Preparatory School to partner on providing internships for a group of bright and motivated college interns.  All of these potential PAVIR interns graduate from Eastside College Prepatory School in East Palo Alto. The school serves students underrepresented in higher education: 100% of students are minorities, and 99% are first generation college bound. Seventy-eight percent of their alumni have either graduated from a four-year college or university or are on track to graduate within five years (nationally, only 11% of first-generation college students graduates within six year).

As Eastside’s alumni are first-generation college graduates, they must find their first job without the networks and social capital of their more affluent peers.
Eastside's internship program provides alumni in college with a vehicle for expanding their knowledge about various industries, getting meaningful experience and meeting potential mentors, including in laboratory settings.  Because the selection process is going to occur in February and March, the WOC process can be initiated prior to the actual start day of the internship.

To learn more about hosting an intern for Summer 2016, please contact info@pavir.org. Partial outside funding is available, reducing your cost for the intern by about 50% (up to $10 per hour) for a 10-12 week full-time interns.  To learn more about this school visit www.eastside.org.
Promoting Your Project

PAVIR takes pride in its mission to advance Veteran and public health through innovative research. We continuously seek excellence for meaningful results, and value information dissemination.  While pavir.net is primarily intended for internal use and in support of value-driven and efficient research support, pavir.org was designed to create an outside voice and extension to the public for the innovative work conducted by  researchers and the institution as a whole. We proudly post PIs’ short bios, project descriptions, and project recruitment information on pavir.org.  Pavir.org also functions as the portal for PAVIR position applications and potential applicants can use the site to gain a deeper understanding of the PAVIR research and support environment.

If you are interested in promoting your project, including participant recruitment, please contact  info@pavir.org or visit the Featured Projects and Get Involved sections on pavir.org.
